Orbital debris and its downstream products

One chain of Raven, a way of measuring how far an idea has moved toward a product from the public record alone. The method, the controls every chain shares, and the other chains are on the front page.

The question

Given the accumulation of space debris, how confidently can we predict the creation, invention, and boom of certain industries, or more specifically, products?

This is a research project presented as one. I assembled what the public record says about one chain of technology, by stated rules rather than by narrative, and scored what it shows. The score is an evidence score over one chain, anchored to two controls. It is not a calibrated probability, and nothing on this page calls it one.

Why it is hard

A search of NSF awards for "orbital debris" returned a project on recycling solar panels. Separating a document about a thing from a document that says the words is judgment, at a scale nobody does by hand; every count below carries the precision of a hand-checked sample.

The 3 Federal Register rules in the barrier sample contribute 0 candidate sentences about active debris removal: nothing in them carries both a barrier marker and the term the sample required. What the regulator says about active debris removal is unmeasured here, not absent.

A sentence that states a real barrier but carries none of the 17 marker words is invisible to the filter, to the model and to the truth alike; the filter's ceiling is inherited whole.

The citation data behind the edges cost real money to fetch: the index meters free use by spend, and this chain needed three days of allowance.

The controls

Two searches were fixed before the run as anchors: large language model as the boom control and barcode scanner as the mature control, against every work in the index. The multiple is the sum of the last 5 years plus one over the sum of the first 5 years plus one.

2000-2025, log scale, zero drawn at the floor1101001,00010,000100,0001,000,00010,000,000large language modelbarcode scannerevery work
Three series on one log axis, 2000–2025; each anchor's multiple is printed below.
The two controls and the index

large language model 148,587 2 88,754 16,490.9x
barcode scanner 918 3 70 11.9x
every work 220,506,496 3,795,719 14,806,877 2.6x

The mature anchor sits at 0 and the boom anchor at 1 by construction; 0 means "grew as the barcode scanner literature did", not "flat".

The chain

5 capabilities in the order the chain states them, the root first. Each carries its search terms per stage, its research series against the index, and its other stages as counts with their n.

Barriers

37 documents were read for barriers; 19 of them yielded a candidate sentence, 28 candidate sentences in all. 7 hand-checked barriers were found in 7 of those documents. The other 30 documents are negatives: 12 substantive, with candidates and none of them a barrier, and 18 trivial, with no candidate at all.

Method
selection rule
every sampled document reduced to the sentences carrying one of barrier.py's markers, with no surrounding context, because the sentence is the receipt a reader checks; Federal Register rule bodies narrowed further to the marker sentences that also carry run.require_term, and capped at the first 40 by sentence index, since one rule runs to hundreds of them; abstracts and award texts neither narrowed nor capped
required term
none: rule bodies were narrowed by the markers alone
note on the required term
no term was required at run time; 'removal' was applied to Federal Register rule bodies when the sample was built, so those three bodies arrive already narrowed to marker sentences carrying it, while abstracts and award texts were never narrowed
barriers_openalex
the 10 most-cited works naming the ADR research terms in each of 2010-2014, 2015-2019 and 2020-2025, restricted to works carrying an abstract; text is the inverted index put back into reading order
barriers_nsf
every award for the ADR funding terms over 2000-2025; text is the award's abstract
barriers_federal_register
the 3 most recent final rules whose title carries 'orbital debris', each body reduced with barrier_passages(body, require_term='removal') and capped at the first 40 candidates by sentence index; text is that reduction, which is empty for all three
relevance
the 20 most recent keyword matches per source for the root's terms, labelled about or not about from the document's title and text
gate
Corpus.as_of(2025-12-31), applied twice. At sample-build time it excluded Federal Register rule 2026-14673, published 2026-07-21, which is why the sample holds 91 documents and not 92. This run re-gates all 91 through the same cutoff and excludes none of them, since the sample it reads was already gated; the second pass is what makes the first one checkable rather than asserted
truth method
docs/atlas-truth-method.md: selection rules stated there; a second reader annotated all 28 candidates independently and agreed 28/28 on barrier-or-not and 7/7 on kind

Speculation

hand-written speculation; not measured, not data

Speculation, written by hand and labelled as such; nothing here is measured. Two hypotheses I hold and cannot yet test. One: AI-piloted unmanned vessels, drones in orbit, will surpass crewed spaceflight for the repair, removal and servicing work in this chain, because none of it needs a person on board. Two: humanoid robots operated through VR could make the risk of a crewed mission unnecessary for most of what crews do today. If either becomes measurable, it moves below the line.

Nothing in this section is measured. If any of it becomes measurable, it moves up into the atlas above the line.

Limitations

What I would do next

  1. Run a second chain with the same machinery, unchanged, and publish whatever it shows.
  2. Widen the truth set toward the kinds it lacks, starting with space law for political barriers.
  3. Add a disposal pass as its own capability, since the regulator writes about disposal where I searched for removal.
